Church Street Sites B & C Co-Design Update – Have Your Say

Sites B and CToday, we have published our first Church Street Co-Design update, and we are inviting the community to let us know if we’re heading in the right direction.

Sites B and C aim to contribute about 700 new homes to the Church Street Masterplan (with a commitment of being at least 50% affordable, with a priority for social rent), alongside commercial, community and outdoor spaces and improved market trader storage.

The Community Design Panel for Sites B and C

The Community Design Panel Review Panel is made up of residents, workers, and business owners, giving the community a direct voice in planning and design. It values local knowledge, needs, and lived experience as key to shaping projects and ensuring better outcomes once places are built and in use.

  • Format: Up to 3 panel sessions (each 3 hours) during Phase 1.
  • Participants: About 15 community members selected to represent local diversity (residents, traders, business owners, etc.)
  • Criteria: Interest in a wider community perspective, commitment to the Nolan Principles, characteristics reflecting the neighbourhood’s population and groups with protected characteristics, local knowledge, design and community interest, or lived experience.
  • Commitment: Attendance at all three sessions between September and November 2025, and willingness to join the panel during Stages 2 and 3.
  • Approach: A deep dive into the design briefs using structured review aided by physical and digital models and draft design briefs.

The role of a Community Design Panel:

The Community Design Panel for has a number of roles, including:

  • Local insight: Panel members provide context on local realities, influencing design brief, principles and proposals early in the planning process and spotting issues before formal submissions.
  • Feedback and recommendations: Panels review design briefs and proposals, offering feedback on architecture, public and green spaces, transport, and environmental impact.
  • Community engagement: Acting as a bridge between the community, designers, and planners, panels increase participation and ensure local voices are heard.
  • Advocacy: A more formal and structured role helps make sure resident, workers and business concerns are considered in design decisions.

In summary: Community Design Panels keep proposals more aligned with community needs and values, leading to more relevant, acceptable, and successful design outcomes and places.

Artistic Impression – Hoarding Artwork Unveiling

Wherever building work takes place, the safety of our communities is our top priority. You will have seen the large wooden hoarding that surround sites that are put in place to keep pedestrians safe from the work taking place within. While predominantly for safety, they also provide a blank canvas for local people to display their artistic creations.

So when local schools and community groups were asked to contribute their art to the Church Street Site A hoarding, they jumped at the chance. The theme of the artwork was ‘what does Church Street mean to you?’ We put out an open call to schools and the local community to submit.

Children from the Gateway Academy and St Edwards Primary School alongside MBS Youth, Daniel Leon, Anjalee Salter and the Dende Collective all contributed to the project.

On Thursday 26 June, the schools and artists along with Church Street Regeneration project team, Cllrs Ormsby and Mount Anvil CEO Darrah Hurley attend an unveiling of community artwork on Broadley Street as part of Site A hoarding.

Thank you to all the of the community artwork project and a special thank you  to one of our traders Anwar Tailors who helped with the big reveal.

Westminster City Council is launching the co-design phase for Sites B and C

We want the regeneration plans for Church Street to deliver the new homes and community facilities the neighbourhood needs. At the same time, we want to review the existing designs and work with the community to make sure they meet the expectations of residents. Working alongside our newly appointed design team we’re inviting you to shape how these sites evolve, this includes revisiting aspects of the current designs and, where needed, exploring revised options that reflect shared ambitions. You can get involved in several ways, including attending workshops that will look in detail at different parts of the design for Sites B and C. We are putting together a programme of these workshops, with the initial set running from September to December. People who participate in these workshops will be remunerated for their time. Along with these workshops, there will be many different ways for you to have your say.

Church Street Check-in results

During the Check-in (conducted from February to May 2025) residents shared a wide range of views. While many support regeneration in principle, they want to ensure it genuinely benefits current residents and preserves Church Street's unique identity. 854 residents took part, generating over 9,000 individual qualitative responses and more than 650 quantitative responses.

Co-Design approach

From February to May 2025, we listened to over 850 residents share their views on the previous designs through Church Street Check-in. After reviewing feedback from the Church Street Check-in, an alternative option for Sites B and C is being developed. The co-design work has kept a similar number of homes, commercial spaces, as well as retain a community area and market storage with van parking as approved in the Outline Planning Permission. Since this September, we have hosted eight public workshops, met with more than 20 local traders and businesses, ran sessions with young people and visited several local groups.

In total, over 200 residents across a wide age range have engaged with us. As a result of the partnership work with Church Street’s community, we’ve collectively made improvements to the plans for Sites B and C. A big thank you to everyone who has participated.

New plan for (Church Street) Sites B and C 

The Church Street Masterplan aims to deliver approximately 1,750 new high-quality homes to help address the housing crisis in Church Street along with a new library, new facilities to support the market and a health and wellbeing hub. Sites B and C aim to contribute about 700 new homes to the Church Street Masterplan (with a commitment of at least 50% being affordable, with a priority for social rent) alongside commercial community and outdoor spaces along with market trader storage.

How we changed the plans, together

The co-design work aims to make changes and improvements to important parts of the previous Outline Planning Permission plans. Better daylight and sunlight, space between buildings and new community spaces are just a few of the improvements that the co-design work is bringing about.

More affordable homes for local people:

Residents expressed their desire to see how changes to a building’s height and location could improve daylight, sunlight and overshadowing. As a result:

  • The building layout has been designed to reduce overshadowing and maximise daylight.
  • A majority of new homes will be dual aspect, with good-sized windows.
  • Some buildings have been lowered and others increased to keep the same number of homes, improving the flow of light, match more closely current and future building heights and balance the townscape.
A cleaner, greener, safer Church Street:

Retaining a ‘sense of community’ and creating good quality, safe and secure open spaces are key priorities for local people. The co-design work has brought about the following changes:

  • Site B’s courtyard will be enlarged with more usable green areas.
  • Smaller basement and podium car parks will free up land for trees and gardens.
  • A new public green space at Site C is proposed, connecting Church Street and Boscobel Street.
Healthier lives:

Concerns have been raised about the potential reduction in the size of community spaces (where health and wellbeing activities could be delivered). The co-design process has ensured that:

  • The community space remains as previously proposed for up to 460 square metres for local use.
  • The space’s design and management will be co-designed in later engagement phases.
  • We explore the use of roofs for residents’ enjoyment, communal growing and calming sunny spaces, along with new green play areas and improved streets around the sites.
A stronger local economy:

Feedback on the previous plans raised concerns over the impact on Church Street Market. Through the co-design process we have improved:

  • Market storage and van parking will be provided.
  • Venables and Penfold Streets will be improved for residents, traders, businesses and visitors.
  • To explore a suitable location for a new supermarket.
  • Site C will feature new shops and community services.

Church Street Check-in Survey - Thank you!

Thank you to everyone who took part in the Church Street Check-in survey. Since February, we’ve had over 800 responses – and congratulations to our prize draw winners who each received a £20 Love2Shop voucher! A big thank you also goes to Louise Hall from Mosaic, and to the Community Researchers – local residents who helped us carry out the surveys and shared their knowledge of Church Street.

We’re now reading through all your feedback. A report will be published before August, and everyone who took part will get a summary – including details on how to help shape the design of Sites B and C.
