Westminster City Council is currently reviewing and refreshing its Street Trading and Markets Policy as part of the wider Street Markets Transformation Programme. The review aims to ensure the policy is fit for purpose, supports safe, inclusive and high-quality markets, and reflects the needs of businesses, communities and the public realm across the city.

Given the important role you play in shaping local place-based policy and representing community interests, we would very much welcome your views.

Happy New Year - Welcome to 2026

We hope everyone enjoyed the festive season and is looking forward to 2026. We have another big year ahead of us with the start of construction on Site A along with continued engagement work on Sites B & C and around the Lisson   Programme.

Enabling works have started and include things like clearing the area, making the ground safe and setting up access and essential services. These works help ensure the main building work can begin safely and smoothly.

Sean Kelly and Amy Evans from Mount Anvil, the council’s partner in Church Street Partnership which is building Site A will be available for monthly coffee mornings.

Welcome To Your First Site A Construction Update

We are excited that the Church Street Partnership, a joint venture between the council and Mount Anvil, is starting the construction of Site A. Site A will see 430 new homes built. 215 of these new homes will be affordable, with 70% of these affordable homes let at Social Rent. Site A will also be home to new space for shops.

This newsletter gives residents an update of the works that are planned over the next few months and what you can expect to see happening around the site.

Church Street Crafty Christmas fair & Light Switch on

On a beautiful winter afternoon, Church Street Triangle was lit up with community festive spirit with our Crafty Christmas Fair on Sunday 30 November.

Residents, community partners, Westminster City Council staff and invited guests came out to celebrate the official launch of Christmas in Church Street. It was great to see so many families enjoying the festive activities, live music from our two amazing live bands and hot drinks and snacks. The event highlight was the Lord Mayor switching on the lights.

Thank you to our community partners Mosaic Community Trust, St Paul’s Church, Marylebone Fourth Feathers and Community Health & Wellbeing Champions, our sponsors Mount Anvil, Arbeit for the use of the Triangle Cafe,the performers Smoking Mirrors and Alvar Treefrog, the Lord Mayor and pupils from Gateway Academy, King Soloman Academy, Christ Church Bendict and St Edwards Primary School who decorated the baubles on the Church Street Christmas Tree. Also, thank you to our ward Councillors (Cllr Less, Cllr Toki, and Cllr Noble) for supporting the Christmas spirit on Church Street, who funded lights and a tree from the ward budget.

And lastly, thank you to residents who came to talk to the Site B and C design team following on from our recent co-design sessions and hearing thoughts from the wider community.

Church Street Crafty Christmas Fair

Our annual Christmas Fair and Lights switch on is back with more Christmas crafting and festive entertainment! Join us on the Triangle to kick off the Christmas season in Church Street.

Enjoy local food and drinks, festive craft stalls as well as henna and face painting for all the family to enjoy.

We also have live musical performances from Smoking Mirrors and Alvar Treefrogs.

Today, we have published our first Church Street Co-Design update, and we are inviting the community to let us know if we’re heading in the right direction.

Sites B and C aim to contribute about 700 new homes to the Church Street Masterplan (with a commitment of being at least 50% affordable, with a priority for social rent), alongside commercial, community and outdoor spaces and improved market trader storage.

As demolition on Site A nears completion, we wanted to update you on the remaining works which will be completed by the end of the year.

Below is the works that are due to be carried out by Keltbray the demolition contractor over the next two months. Once the demolition is complete, Mount Anvil will then take over the site to begin construction from January 2026.

Site B & C Co-design Workshop

We’re excited to share that Site B & C co-design workshops are now underway, bringing together residents, traders, community partners, and the design team to shape the future of Site B & C.

These sessions have sparked rich conversations about the potential of building heights, community facilities, outdoor spaces, character appearance, and identity, with participants sharing their ideas, experiences, and aspirations.

Highlights so far:

• Over 60 participants engaged across six sessions
• Dedicated sessions for young people, and businesses and traders
• Community conversations with local community groups

What’s Next?

We’ll be hosting more workshops in the coming weeks, and we’re committed to feeding your input directly into the design and delivery of Site B & C. A huge thank you to everyone who has contributed so far, your participation will help shape real change.

Church Street Site A

Site A is being delivered by The Church Street Partnership, a Joint Venture between Westminster City Council and Mount Anvil. Mount Anvil is the main contractor delivering the the site works on behalf of the Church Street Partnership.

The demolition contractor, Keltbray is due to finish demolition at the end of this year. Mount Anvil is preparing to move on site, with construction works due to begin in early 2026.

What is being delivered at Site A

• 430 new homes, with half being affordable, and 70% of those for social rent – providing much-needed homes for local people.
• A brand-new library for the community to enjoy.
• New commercial spaces to bring shops and services to the area.
• Market storage to support local traders.
• New public spaces and routes, including a welcoming pedestrian link.
