Public Notice - Proposed Appropriation of Land

PUBLIC NOTICE WESTMINSTER CITY COUNCIL

PROPOSED APPROPRIATION OF LAND AT SITE A OF THE CHURCH STREET ESTATE FOR PLANNING PURPOSES LOCAL GOVERNMENT ACT 1972 SECTION 122 HOUSING AND PLANNING ACT 2016 SECTIONS 203 & 204

Notice is hereby given by the Lord Mayor and Citizens of the City of Westminster (“the Council") that:

  1. Part of the land at the Church Street Estate, Westminster ("Site A") is required for development in connection with the first phase of regeneration of the Church Street Estate pursuant to planning permission with reference 21/08160/COOUT granted on 30 June 2023; planning permission with reference 24/01788/NMA granted on 8 April 2024 and planning permission with reference 24/05251/NMA granted on 19 November 2024; and planning permission with reference 25/00685/NMA granted on 30 May 2025;
  2. A report proposing the appropriation of Site A for planning purposes pursuant to section 122 of the Local Government Act 1972 is due to be considered at a meeting of the Cabinet Member for Finance and Council Reform in consultation with the Cabinet Member for Housing scheduled to take place on or after 7th July 2025; and
  3. Part of the land to be appropriated includes land which has the potential to consist of or form part of open space within the meaning of Section 122 (2A) of the Local Government Act 1972, being land used for the purposes of public recreation.

Church Street Check-in Survey - Thank you!

Thank you to everyone who took part in the Church Street Check-in survey. Since February, we’ve had over 800 responses – and congratulations to our prize draw winners who each received a £20 Love2Shop voucher! A big thank you also goes to Louise Hall from Mosaic, and to the Community Researchers – local residents who helped us carry out the surveys and shared their knowledge of Church Street.

We’re now reading through all your feedback. A report will be published before August, and everyone who took part will get a summary – including details on how to help shape the design of Sites B and C.

April demolition update

The demolition of the buildings on Site A will allow construction of 430 new homes (215 of which are affordable), a new library, improved facilities for market traders and a new public space to be built.

Current Works 

  • Cray House has been demolished and the central area is now down to ground level.
  • Scaffold gantry and plywood shielding has been installed on Penfold Street around the site of the former Lord Admiral Pub.
  • Scaffolding is being installed along Church Street (next to Blackwater House).
  • The removal of internal fixtures and fittings in Blackwater House has started.
  • Demolition of Lambourne and Pool House will continue.

Have You Checked -in?

You may have noticed a new addition to the Church Street Market! The Regeneration team have been out and about and recently set up a stall to ask residents about plans for the new estate. The team have visited the Portman Centre held two events, one on the market and one at the Regeneration Space.

The Regeneration of Church Street - Have Your Say Today

The Council has launched a survey of Church Street residents, businesses and neighbours, asking them what they like and don’t like about the previously approved plans for Sites B and C regeneration.

We want to hear from as many people as possible about how they’re feeling about the plans, any areas of concern and how they’d like to be engaged in design development.

By completing the survey, you could win a

  • Come to one of our regular coffee mornings. The next one is on Wednesday 26 February at The Regeneration Space, 56 Church Street, 11am to 12pm.

The regeneration of Church Street

Over the last few years, we have seen the regeneration of Church Street gather pace with projects completed at Ashbridge Street, Ashmill Street, Daventry House, Luton Street and Fisherton Street. Between them and other projects in the ward, over 149 new social rent homes have been built, affordable workspaces provided at the Triangle Enterprise space, along with new and improved green spaces. We have also learned how important it is to listen to residents’ views and concerns.

Full Speed Ahead for 2025!

2025 promises to be a big year in the Church Street regeneration scheme. The empty homes and shops in Site A will be demolished and together with our Joint Venture partner, Mount Anvil, the construction on the new homes will start.

We will be holding two ‘2025 update exhibitions’ later this month to keep you updated. Please see the ‘Dates for your diary’ section for the details.
